REGARDLESS OF WHETHER YOU PREVIOUSLY APPLIED TO ONE OF THE DHA POSITIONS AND WERE FOUND UNQUALIFIED, PLEASE READ THE FOLLOWING MESSAGE AND TAKE ACTION AS SOON AS POSSIBLE.
 
As you know, ASPR has over 4,600 emergency response positions to fill no later than November 6, 2018.  In order to ensure we are attracting top talent in these positions, we wanted to share some helpful hints on how to successfully complete your applications. 
  • Thoroughly read and review the assessment questions in the vacancy announcement.  There are many times candidates rate themselves not qualified for a position based on the way they answer the automated questions.  Before applying to a position on USAJOBS, preview the assessment questions under the “How You Will Be Evaluated” section in the announcement.  Pay particular attention to the following questions under the Assessment category (Example for the Physician vacancy - https://apply.usastaffing.gov/ViewQuestionnaire/10184185):
·         Select the one statement that best describes the basic education requirement you possess to perform the duties of a GS-13 Medical Officer. 
·         Select the one statement that best describes the licensure status that you possess to perform the duties of a GS-13 Medical Officer. 
·         Select the one statement that best describes the specialized experience that you possess that demonstrates your ability to perform the duties of a GS-13 Medical Officer. 
Note:  While you must answer these questions honestly, by indicating “I do not possess the education, licensure, or specialized experience as described above”, your application will not be reviewed. Please read each statement carefully to ensure you do no rule yourself out unnecessarily.
  • Review your resume to make sure it clearly demonstrates that you meet the qualifications.  When preparing to apply for a vacancy, one of the most important sections to review is the “Qualifications”.  In this area, you will find language the HR Specialist will use to determine whether or not the resume you submitted meets the requirements of the position.  You must include month/year for all work experience and provide enough detail to demonstrate the one year of specialized experience.  Simply listing a position title, grade, series, without the detail of what you’ve been doing could result in a determination that you do not meet the qualifications.  The “Responsibilities” section of the announcement will also help you with language to use from your current and prior experience to include in your resume. 
  • Submit the required documentation.  Verify what documents you need to submit as a part of your application package under the “Required Documents” section.  If the position requires education or licensure, you must send an unofficial copy of your transcripts and a copy of your license to support you meet the requirement.  Failure to submit the proper supporting documentation will rule you out for further consideration.

Team - Good morning. As discussed at the Summit, yesterday Joe and I met with WHRSC to discuss NDMS hiring and other human capital actions. It was a productive discussion that included the ASPR Human Capital Division leadership. Below are some highlights from the meeting for your awareness:
 
  • All closed positions will be reopened in the next few days with a cutoff of 30 Aug and closure on 30 Sep. ‘Cutoff’ refers to the date the applications will be provided to NDMS for action, e.g. coordination for review with Team Commanders and selection of qualified personnel. ‘Closure’ is the date the announcement expires. It is imperative that those that wish to apply do so as soon as possible as my intent remains the same which is to hire the applicants that are best qualified to fill our vacancies. 
  • Individuals that received the ineligible letter:
  • If the announcement is still open, they only need to ‘update’ their application, not reapply through the system. This means if their resume is missing information (see below note) they need to update it and add to their application. They must ensure they remove the old resume to avoid confusion of correct document.
  • If the announcement is closed they must reapply when the announcement is reposted.
  • Key notes for those applying for positions:
  • Indicated on all announcements: “IMPORTANT: PLEASE READ THE ENTIRE ANNOUNCEMENT PRIOR TO SUBMITTING YOUR APPLICATION”
  • Provide all information that is being asked for…DO NOT ASSUME as the personnel conducting the qualification reviews are looking for key elements (see next note)
  • When applying it is crucial that the information in the “Responsibilities” is adequately addressed with examples provided. STOMP, STOMP, STOMP!!!
 
 
 
 
  • There will be follow-up made for those that received tentative job offers. I asked that they cease placing timelines in the tentative offers as they are not being met and they agreed to remove the timeline.
  • WHRSC leadership will address the lack of communication by the personnel listed on the announcement to ensure there is adequate follow-up to the applicant’s request for information.
  • Team transfers, voluntary transfer requests (ex: Training Specialist to Logistics Specialist), and resignations are being addressed for completion.

Understand OPM uses a “robot” to scan your resumé for specific keywords. PLEASE DO NOT be discouraged, please adjust your resumé and resubmit. We really want and need you on our team.
